Increasing the construction of charging piles but still face the problem of "difficult to charge"

This year, the two National Committees and the State Council Premier Li Keqiang pointed out in the government work report that it is necessary to promote the development of new energy vehicles and other industries, expand the opening up of new energy vehicles and other areas, and extend the preferential policies for the purchase of new energy vehicle vehicles for another three years.

According to the statistics of China Association of Automobile Manufacturers, in 2017, the production and sales of new energy vehicles in China were 794,000 and 777,000 vehicles, respectively, an increase of 53.8% and 53.3% respectively. With the increasing popularity of new energy vehicles, the ensuing charging problems are also receiving attention.

Taking Guangzhou as an example, the reporter learned that during the “Thirteenth Five-Year Plan” period, the city will plan to build 26,000 dedicated charging stations for public transportation, rental, and logistics, and 30,000 decentralized public charging facilities.

In the past few days, the reporter visited and found that despite the gradual increase in the construction of charging piles, new energy owners still face the problem of “difficult to charge”.

Charging is difficult to charge expensive

Charge the cord from your own home upstairs

Mr. Hu, who lives in Taihe Town, Baiyun District, purchased a new energy vehicle at the end of 2016. He wanted to use the car to facilitate his life, but he now feels that charging the car has become a "brainstorm" thing.

"There are too few charging piles near my home. I don't have parking spaces for myself. Charging the car can only go to shopping malls and hotels near the company." Without private stakes, Mr. Hu's car costs have increased a lot.

Mr. Hu calculated an account for the reporter: a car full of electricity costs 15 yuan, the price is not high. You are expensive in parking fees in shopping malls and hotels: “Some parking lots require a few dollars for one hour, 3-8 hours for a time, and 1,000 yuan for monthly insurance. I don’t charge every day. It's a good deal."

After all, the cost of Mr. Hu to open this all-electric tram is even more than double the cost of a previously opened fuel vehicle.

There are also the same concerns of taxi drivers Mr. Li. Every day on the road, Mr. Li needs to think about charging on the road at any time. To do this, he downloaded an app that allowed him to see the location of the charging pile. However, he found it difficult to find a suitable charging pile in Guangzhou.

“The distribution of charging points in Guangzhou is uneven, and there are fewer suburbs in urban areas. Sometimes when I run around in the suburbs, I have to worry about whether my car will be 'halfway',” said Mr. Li. In addition, even if the app displays the available charging piles, it is not uncommon for him to find the past when he finds that the charging pile is damaged or that the parking space is occupied by a fuel truck.

The district where Mr. Qin lived was not allowed to install private stakes, which made him extremely annoyed. After thinking about it, he used a compromise: draw a line from his home on the second floor and charge the car. "This approach is more dangerous, but at present it can only be so," said Mr. Qin.

Uneven distribution of charging piles

Suburbs and non-main roads can hardly find charging stations

Recently, the reporter investigated the use of more than a dozen charging piles in Guangzhou downtown, including shopping malls, office buildings, residential quarters and other places of parking, found that there are three major problems in the construction of charging pile parking spaces in Guangzhou.

First, the problem of fuel truck occupation is serious. The reporter has recently arrived at the parking lot B3 in a parking lot on Huacheng Road, Tianhe District, and found that the parking lot has only three charging piles, all of which are occupied by fuel trucks. The stun gun of the charging pile has accumulated dust for a long time. It's like people haven't used it for a long time.

At 1pm on March 8, the parking lot's parking lot was still occupied by the fuel vehicle. When the reporter asked if the parking lot staff could move the car for the entire tram, he was told, "We can't find anyone. We have no way."

The reporter then went to the parking lot of a large commercial building in Tianhe District. More than a dozen parking spaces with charging piles in the parking lot were almost occupied by fuel vehicles. However, 2 parking spaces were covered by railings by managers. The parking lot manager introduced that the two parking spaces are reserved for owners who need to be charged.

The reporter noticed that in the more than a dozen parking lots visited, there was a situation of fuel vehicle occupation. In the parking lot of a certain neighborhood near the Chenjiaci subway station in Yuexiu District, there are five charging piles and a slogan “Charge parking parking key”. The management explained that the charging points are tight here and the owners need to line up for charging. In the office and industry square car parks 100 meters away, almost every parking space is equipped with charging piles, but there are few refueling vehicles.

Second, the charging piles are not evenly distributed. At present, the charging piles in Guangzhou mainly gather near the main roads in the central city. Suburbs and non-main roads can hardly find charging posts. Some of them have failed to keep up with demand due to maintenance problems, even in crowded traffic-intensive commercial areas. For example, in Zhujiang West Road, Tianhe District, a parking lot manager stated that there was a charging pile in the parking lot under his jurisdiction, but the newly contracted charging pile operator has not yet arrived because the contract expired charging pile was removed. Caused a long time without charging piles here. In a parking lot in Gaode Land, the charging piles were removed because they were "no one has repaired since they were broken."

Third, the DC pile of the charging station is far less than the AC pile. The reporter noted that the coverage rate of exchange piles (slow piles) in Guangzhou is far more than that of DC piles (fast piles). However, more owners favor DC piles. A drip driver said: "DC piles are usually charged for 2 hours, and AC piles have to be charged for 8 hours. For people like me who often need to charge in shopping mall parking lot, it takes more than 1 hour to charge more. Save money."

In some parking lots where DC piles and AC piles are installed at the same time, parking spaces with DC piles are often parked in vehicles that are charged, while no one is interested in parking spaces for AC piles. What limits the number of DC piles? An industry source explained that setting up DC piles will increase the use of electrical power, and sometimes increase the number of transformers. Cost-effectively speaking, AC piles are more cost-effective.

Charging pile market needs to be standardized

At present, the status quo of difficulty in charging new energy vehicles in Guangzhou has caused many owners to retreat when they purchase new energy vehicles. Some citizens in Guangzhou said: “I want to buy a new energy car and have been told by my colleagues and friends that the charging is difficult. I later discovered that my community is not allowed to install private stakes, and ultimately I have to dispel my thoughts.”

How to avoid charging is difficult to become a bottleneck restricting the development of new energy vehicle market? According to Zheng Jiatu, deputy secretary-general of the China Electric Vehicle Charging Technology and Industry Alliance (hereinafter referred to as the “Charger Coalition”), one must rely on the internal regulations of the charging pile industry, and the second is the rational guidance of local government policies.

According to the data provided by the Alliance, the percentage of half charging piles occupied by charging stations in Guangzhou is currently close to 40%; the average daily usage rate of charging piles is only 4.68%; the ratio of DC/AC charging piles is 1:5. .7, but the use rate of DC charging piles is 6 times that of AC charging piles. Zheng Jiatu introduced that these major issues are common in the country.

It is understood that charging pile operators lack of standards, policy guidance is still lagging behind, new energy vehicles are too small, reputation is not good, etc., leading to the status quo of the charging pile market.

Zheng Jiatuo believes that it is currently in the early stage of the development of the charging pile market. Charging pile operators are often "explicit" and quickly seize the market, as long as they can sign the contract to step up construction, regardless of the overall layout of the city. Lack of management after the construction of the operators and lack of attention by the parking lot management side resulted in high idle rate of the charging piles, high damage rate and serious fuel vehicle occupation. This is not only detrimental to the operators' own development, but also to the overall new energy vehicle market. Word of mouth caused adverse effects.

In addition, the policies of local governments need to be truly “placed in” so that owners of new energy vehicles can actually benefit. “For example, many residential properties refused to set up private stakes by owners, mainly because the property would have to invest millions of yuan in order to set up transformers. If the policy requires the owners to bear some of the costs, it will be able to ease the conflicts between the property and the owners.” A rabbit said.

Zheng Jiatuo believes that with the popularization of new energy buses and taxis, citizens' awareness of new energy vehicles will gradually increase. In the same way, it will take some time for the charging pile market to recover, but in the future, the market will gradually regulate.
