Taiwan exposed LED street light "return door"

Taiwan’s New Northland Prosecutor’s Office took command of the North Air Force on 25th March on the 20th to investigate Hualien and New Taipei City to collaborate with the “LED Small Streetlight Project” corruption case. The interview included the legislator's assistant, the townshipman and the manufacturer. Fifteen people; partners involved in the case all over Taiwan.

Among those interviewed were Gao Wenbin, an assistant to the Kuomintang legislator, Xu Rongsheng, chief of Ruisui Township, Hualien County, and Sulianjin, a leader of Wanrong Township, Chen Qinghai, acting mayor of Xiangbaili Township, New Taipei City, Taiwan, and Yang Qiming, chairman of the township congress. Use the matching subsidy "LED streetlight project" to collect more than 50% rebate.

Eight Hualien “civil servants”, such as Xu Rongsheng and Su Lianjin, were transferred to the Taiwan Hualien Land Prosecutor’s Office for corruption charges; the remaining suspects were transferred to the New Taipei Survey and were interrogated late in the night.

Taiwan’s New Northland Prosecutor’s Office received a report more than a year ago indicating that Xinyuansheng Technology Co., Ltd. had used “passing on the line” by Wu Xingqian and representatives from various localities many years ago in order to expand the source of tourists. In the name of the subsidy, the “local government” provided additional funding for LED street lights, and the township chief received a kickback profit.

More than one year after the investigation and verification, it was discovered that companies such as Guangchun Lighting and Yangli Kedian that produce LED lamps and lanterns also hooked up with the people and civil servants from around the country.

The Commissioner pointed out that Yang Qiming, chairman of the Pei Bali Township representative office, allocated funds for the improvement of LED street lights in Bali Township in 2010. Acting mayor Chen Qinghai cooperated with selected manufacturers to promote more than 9 million yuan (NTD). In the same way as for small streetlight projects, 50% rebates will be allocated in proportion.

The Ruisui Township and Wanrong Township in Hualien, Taiwan, were also “infiltrated” by the hackers. The mayor and the representatives of the public were hooked, allowing certain manufacturers to award more than five million yuan. The inspections also found that the legislator's assistant, Gao Wenbin, applied for the Ministry of Economic Affairs' grants and privately cooperated with manufacturers and clients to make kickbacks, but denied the illegality.
